Welfare-State Decentralization

Building off my earlier work creating a European index of welfare municipalization, this project examines decentralization in the related policy areas of education and childcare services.

The first part of this project has resulted in a data set on decentralization in primary and secondary education across EU member states. The data set measures the distribution and sharing of financing, planning, and delivery powers and responsibilities in three broad domains: operations; curriculum and admissions; and buildings and infrastructure.

The second part of this project centers on a set of historical case studies that examine changing national-subnational relations in the development of childcare and early education services in Denmark, England, France, and Italy.
